No, Richie didn't sell it all. In the article it says that he sold a number of songs, which includes the official Bon Jovi records and the Richie Sambora records. But if now he releases some unreleased songs that are not part of that package of songs that he sold the license to, he would be entitled to obtain royalties.
Anyway, this wouldn't change much. Metallica released a few years ago a demo version of Kill Em All, in which another bass player played, and he said that as of today, he does not receive a check, because by not making a profit, he is receives zero. Although I think that if you are a songwriter, it is governed by other rules.
Still, I think all this about the package and the royalties, as it is not a commercial launch, it should not cause problems for royalties, since its benefits will be very low.
That being said, I think Jon can make a good collection using the Sex Sells songs, and the recordings from the last 5 years.
