It's full of symbolism and metaphors and I interpret it as his "inner fight" between staying with the band and walking off for a solo / movie career. The window being his view on the band. There's so much to cover on this:
"You think you know me just because you know my name
You think you see me,as you've seen every line on my face
You want to want me just because I say that I want you
Does it matter if anything I'm saying is the truth
You need somebody, somebody to hold on to
But this ain't the movies and we ain't heroes
→ Jon's view on their audience and him basically going deeper and how much is essentially a facade he shows to the audience and how little they know what's going on inside of him
Staring at your window with a suitcase in my hand
The streetlights buzz as the cars roll by and the moon don't give a damn
My boots just keep on walkin' but my heart don't understand
Why I'm staring at your window with a suitcase in my hand
→ As I said, the "window" is his view on the band. By the time he wrote that, they were riding high on successes in most parts of the world, yet it feels he was thriving for more, a different outlet. Hence the "even I don't understand why I'm staring at your window..." line.
I said, "I want you but when we woke up one of us is crying"
You rolled over and all you said was, "Man, I think I'm dying"
Our song is over, this band of gold has been feeling like a noose
You place your bets 'cause no one thinks they'll lose
→ The band was everything Jon had ever wanted but once they learned how the "machine" worked, it became more tedious and painful than fun. Might reference to the New Jersey tour for example. The last two lines refer to the burnout (Richie: "when you play 20 songs for 2 years, you run on empty and are creatively bland) and that there was a time they could do no wrong. As Jon once said about their prime success: „At this point we just could’ve gotten away with anything.“
Staring at your window with a suitcase in my hand
The streetlights buzz as the cars roll by and the moon don't give a damn
My boots just keep on walkin' but my heart don't understand
Why I'm staring at your window
→ Read above.
The light of love can blind you 'til you cover up your eyes
And you try to find the reason not to say goodbye
It's the curse of every sailor standing on dry land
Staring at your window with a suitcase in my hand
→ The love for playing and the hunger for fame covered the downsides for a long time. The second line matches what Jon once stated: „It was like a dream and I just didn’t want it to end.“ The delusion gets elaborated in the third line here.
The night is fading like my old tattoo
A heart and a dagger that says "Forever"
→ the fading "heart & dagger" logo should be obvious to all Jovi fans.

That's interesting, thanks for sharing your thoughts. I always thought about it as an exclusively love song because 1) of the DA movie (sue me lol) and 2) most DA songs remind me of, let's say, a specific time of my life.
But ofc it's open to interpretation and it wouldn't be the first time Jon did it. I read on your website that Blaze of Glory has songs that reflected his own feelings back then. One particular line is very telling for me: "All this fame don't bring you freedom / Though it wears a this disguise" (Dyin’ Ain’t Much of a Livin’).
