Country music was really massive in the 90s. Besides Brooks, you also had Billy Ray Cyrus, Reba McEntire, Brooks & Dunn, Vince Gill, Tim McGraw, Shania Twain and other tons of acts being big sellers too.
Rock music was "sad" at the time, so a lot of people got into Country too.
Country's fanbase is very devoted, more than any other genre.
