Well, seeing Richie's very few appearances and social media posts the last 8 years, I don't think he even wants to get back. He's comfortable in his shoes without being commited to a band and that's absolutely fine.
The only reason for him to return I can think of is when he's out of money.
And since that obviously didn't happen the last 30+ years, I don't think it will happen anytime soon either.
