A lot of people think so; and it makes sense, if you're considering it as a stand-alone song and if the only definition of "high" that comes to mind is substance-induced euphoria. But within the context of the album, "high" could refer to a lot of other things as well, like ambition and success or recognition... As in how many #1s will it take for you to know you've made it? And how long are you going to keep "twisting in the clouds just like a kite, fighting just to stay up in the sky"? When is enough enough?
I can only answer your question for myself; and, IMO, most songs have layers and subtext. The literal words are often an analogy for something deeper. So, yeah, I think it's about drinking, but I think it's also about more than that. If you go back and read what you wrote, and then re-read the lyrics, you may see the same connection I do. And you may not, because song interpretations are subjective.
I guess YCOGSH could be about drinking and nothing else. THINFS could be about a house Jon built. We know it isn't because Jon said so. But even if he hadn't, I doubt anybody would have believed it was just about real estate.
