They tried - the 2013 stage was clearly an attempt at that.

I think the much more important aspect in being a stadium act is not over saturating and building the demand. U2 toured Europe in 2001, 2006, then 2009-2010 (different places), then 2015 (arenas). Stones: 2003, 2006, 2007, 2013. Bon Jovi? 2000, 2001, 2003, 2006,, 2008, 2011, 2013, and now presumably 2017.

One of Jon's strengths has always been his workaholism, but it has hurt the band's commercial appeal long-term. The studio/songwriting productivity has hurt their album sales, whereas his financial appetite has made long-term harm to their status as a "can't miss stadium show".
