They would have to be redeemed before Oct 8 for the Oct 2 release to be counted. But if their codes/vouchers weren't voided with the cancellation, they still could've been redeemed when the album was released. I'm not sure if the redemptions would show up as sales from the sites where they were redeemed or if they were considered sales by the promoter at the time the tickets were purchased. The Ticketmaster site regarding bundles was kind of vague (or maybe that was my brain); but it looked like there was some wiggle-room as to how they would be handled. The policy on refunds for purchase of items included with the sale was confusing, too. So I'm not sure. Having worked with Universal, Steve probably has better insight on it than I do.

I just don't see why Jon would have backed it up from Oct 30 to Oct 2 unless it was to get in under the deadline so the merch and ticket bundles could he counted. Then again, when the change in Billboard's policy was first discussed, you asked if Oct 30 was ever an official date. I could have sworn it was; but if not, then my whole line of reasoning doesn't make sense anyway.

Wouldn't be the first time.
