Yes and No.

Individual EU countries can opt out of parts of the treaty, as Gordon Brown is expected to do in the UK.

Each individual country will keep most of it's current laws, and since there is a lot of variation between countries, no the EU will be just as complex as the USA.

Personally? I hate the idea of an EU superstate.

Ok, so Holland can keep their drugs, prostiution, euthanisia & abortus laws no matter how hard the French keep yelling at us?

In that case, if we'll get a new vote in Holland, I'll may can vote yes.
