Smell some Mentholatum, Vicks Vapor Rub, or Ben-Gay (or some other pungent salve)
Use a Vicks Vapor Inhaler.
Get a hot steamy cloth and hold it over your face. Inhale deeply.
Boil a lemon and inhale the steam.

And I swear by MEXICAN FOOD. It always clears my sinuses.
