Any foreign attacks they do are aimed at making a huge impact both with casualties and scale. 4 nail bombs 2 weeks after totally destroyign parts of the tube and a double decker doesn't really add up. They wouldn't risk any top men getting caught or any cells being discovered, caught or broke up for a relatively minor assault.

Could be the Real IRA. they've been hinting at mainland attacks for a while and maybe they've just seized their opportunity. Nail bombs are a weapon of choice for them at least. Only problem is they usually leave a warning.
