I have no problem with you bashing our number one thief here, but at least do it right. These billions were not his, they represent the value of the contracts french oil companies (mainly Total) had in Iraq before the war. These contracts are now lost because they were signed by Saddam's administration. France being on the peace side was also, if not totally, for that reason, just like the US position on the opposite side was also for oil.
Now that the tensions are loosening, the US bought back France's support in order to get the UN in Iraq to continue the US job by allowing Total an equivalent contract in Saoudi Arabia. That's how things work, sadly.
The real French corruption regarding Iraq is mainly on weapons, and the main corrupted French guy on this matter is Charles Pasqua, former minister of internal affairs and well known crook, that used to be a loyal lieutenant for Chirac but betrayed him 8 years ago.
If you want to look at Chirac's record as a crook, look at his years as Mayor of Paris, when he had subscribed fantom voters and corrupted the social housing system. Justice fell on his back shortly after he became President, but he can't be trialed while in this seat (following a law his administration put through, funny coincidence). He kept his seat in the 2002 election only because it was Le Pen against him in the second round.
Otherwise he'd be in jail or close to it by now, where a large majority of French wish to see him.
About France being a muslim country by 2020... There are 60 million people in France and the number of muslims is very hard to know precisely, but is estimated around 5 million.
The younger generation issued from muslim imigration in France is now the fourth generation. I went to school with the third generation and I can tell you that it's a more then moderated Islam, if Islam at all, that they will pass on to the fourth.
In 2020, practically, France will be mainly atheist or agnostic.
