The problem in comparing statistic between alcohol and drug use is that a lot more people drink than use drugs.

Yes, I agree with you on that.
'Best' example I have is that my uncle got killed because of a drunk driver.

which is why they use a normative figure to work it from.

india has a much higher population than the UK but we can still compare infant mortality or homicide rates by the 100,000
