Sometimes they only release something in one part of the world and they don't want other people to be able to have access to it.
I think that the CD format was the only thing that everyone in the world ever agreed upon. Any cd bought can be played anywhere in the world. Video has different regions 1-8 and also 3 different formats PAL, NTSC and SECAM. And then DVDs themselves have different formats +R and -R.
