she probably saw that you were flattered at first t, this then gave her more gusto to carry on. It doesnt take much to lead people on just a smile.
Why are you texting her back ? If you are not interested in her , then tell her once to her face and then thats it do not respond to her again, she will give up soon enough. To keep texting her is a response, doesnt matter about the contents, just that you bothered to reply and she will concentrate on that. Ignore her texts and if she approachs you then tell her you are busy, walk away , ignore her.

we're not talking flattered doing cartwheels down the street here. i mean I thought that was nice. i didn't do anything to further that and I don't reply to her. I haven't for about 2 months and even before that it was just to be civil but still it goes on.
She's not actually asked me out or anything she's just kinda like hinting and baiting hoping i do it or something. I dunno it's just so obvious you cant imagine. She's not text in about a week so I'm kinda cool with that but I know she's just going to be a pain in the arse on sunday and monday it'll be like
hey why werent you talking to me last night?
hey why arent you replying?
hey do you hate me or something?
hey what have i done?

I understood you responded to be civil, but this woman has got hold of your number and is texting you uninvited, so I would say she isnt being very civil at all.
You do not have to answer her questions and you should not be civil any longer, just ignore her ,she will go away when she realises that you will no longer respond.
