TMPGEnc can convert that for you I think. If you only want MPEG-1 for VCD you can get the normal version, but you have to register and pay for the MPEG-2 version (or download it from a p2p network, lol)
Yup - Neil is right - TMPGEnc is the way to go. I use it a lot but I have found it better for mpg1 files than for mpg2 files. Mpg2 files tend to get out of sync with this program in my experience.
