Is this assuming that they're mentally ill when they committed the crime, or they became mentally ill in prison?

If they're mentally ill when they commit the crime, then if they're really deemed to be ill, they should be locked up as they're a danger to others (not nessesarily a prison) and they should be treated...

But treating them to make them ripe for the plucking is awful!
