I know that can be a very sucky situation and was one of the reasons I didn't take my dog on my last trip to Europe. The crap is that they have such strict timelines that pretty much mandate a double dose of vaccines and I didn't think that risk was worth taking her along.
Your situation is obviously very different as you will be gone for a long time.
Anyway, good luck. There will always be a way to work it out though..
