No it isn't. It's an abbreviated term for the FBI. To anybody outside the US, 'the Feds' is the FBI.

Federal - "pertaining to or of the nature of a union of states under a central government distinct from the individual governments of the separate states" - that is, to say, the United States of America. Generally here we have countries and we may be part of a larger entity, such in Europe is the European Union, but it isn't federal.

It isn't in mainstream use AT ALL. The odd gang may use it after listening to too many 50 Cent albums, but that doesn't mean its widespread. You don't live in the UK so you're in no position to make that assessment based on some websites open to free edit from all and sundry.
