I'm not saying he should be sent back to Italy. If he's a British citizen (and I don't know how your country determines the citizenship of those foreign born), then there's no reason to deport him.
Having killed an innocent person, there is however EVERY reason to make sure he never kills again. If that means putting him in the ground or keeping him on the inside of the graybar hotel for the rest of his miserable life, that's what needs to happen. 12 years for murder one is joke.
