So? No offense but because half the people jump off the cliff you jump too? And you shouldn't consider the chances that a cop could catch you, but the increased probability of you getting, or even causing, an accident.
And we're all aware people don't just do it while stuck in traffic jams.

No I wouldn't jump off a cliff because that is dangerous.
I don't use my phone in certain conditions where I feel my driving might be impaired by it. But if I need to and I feel comfortable doing so, yeah I'm going to use it. What about people who drink (not alcohol but coffee, etc.) while they drive? That is equally distracting but it's is anyone making laws against that?
