Probably.

I suppose since all embryos are inherently female anyway they must develop to a certain point before receiving the y chromosone hence we have such things.

Any doctors or such care to answer? lol

when the nipples are formed, the gender of the baby isn't actually determined yet hence why guys have nipples.
