i don't know if this clip was ever shown to the public or if it was just a present for the KTF video package.
springsteen wasn't seen in "atlantic city", maybe jon wanted to do the same.
I don't think that there is a specific reason.

It was a storytelling art piece. He didn't need to be in it. Maybe the director's view of the song, who knows. Still it's a moving video for an amazing song.
