I really don't have time for reading again but I think it's related with this video where Jon was talking about PROs:

that means, license fees for public performances ("and pay royalties to songwriters")
from radio stations, TV broadcasts, internet streaming, social events, restaurants, public buildings, stadiums, etc.

Great interview. When he talks about how if two songs are for an album and both are good but they have the same lyrical theme you can't use both. Cripes. Wish he'd listen to himself.
