I think its actually 28th Sept 1961; three days after Heather Locklear's birthday, making them both Librans

Nope; she is DEFINITELY born 3 days after Heather Locklear; 28th Sept 1961.

Her birthday is definitely 29th September 1962. She is a few months younger than Jon. They were definitely both born in 1962.
