I've looked through some of the filters when I've done these but they never look good to me when I'm doing them, I just mess around with the opacity and layer blending, it gives some good effects.

hmm if u make a new layer, add some scan lines at... lets say... 40% of opacity, then merge them all together and stroke with 1px, and maybe add styles to the text layer it will look totally different. just a tip hehe
