The only votes that really matter in terms of US are from the US citizens. Even if every other person out of the +6 billion, in the world cast a vote for Kerry, it would (and should) only matter how came from the US.

The problem is that despite him being President of the USA he makes decisions that affect the whole world, so why shouldn't the rest of the world have a say?
