You are partly correct, they're was a manager or someone associated with the band and Motley Crue who used to use girls to traffic drugs back and forth from the states to the Caribbean. This has been confirmed by the Crue in their tell all book "The Dirt". But Wanted has nothing to do with him. Wanted is about the loneliness felt on the tours by JBJ, RS and the others.

Interesting story about the drug guy though... Bon Jovi partied with the guy and the drug mule chicks in the Caribbean and one of the girls... was dumb enough to bring scissors just to cut off the drugs, which were taped under her clothes, if she got caught. She went through a metal detector on her way back into the states and needless to say, they caught the scissors and the drugs, and turned Bon Jovi's plane around to make sure they weren't smuggling. You can bet Jon and the boys were royally pissed.
