I was wondering the same thing.

I even uploaded "Bring it on Home" thinking it wasn't on Youtube before, but that guy beat me to it.

All I know is that I downloaded it off of some renegade, outdated Steve Perry fansite.

I'd guess 1989/90. Steve calls out to the city by the bay which was his name for San Francisco/ oakland CA area. It was a Bon Jovi show so you can narrow it down by their tour schedule that tour. If I had to guess I'd say look at April/May of 89.
