Yeah, the touring in August would be quite odd, but the selling 30.000 tickets isn't so hard for Bon Jovi to do there. McCartney sold 40.000 tickets in 3 months as well. It'd also be a bitch as we still wouldn't see the last show of the tour in Lisbon and I ain't got no money or time to travel to Moscow.

in russia even 1 month is enough for bon jovi sold out
a year ago for guns n roses moscow show was sold 15.000 tickets into 3 weeks

You have to realize though that the stage is a bit far away from Moscow when the band plays in Spain + Portugal a week before the show. In theory it's possibly, but it'd be a bit strange to have trucks travel from one side of Europe to the other for just 1 show, while they could easily have done Moscow before the show in Istanbul.

How strong is this rumor? Who are spreading it in Russia? Concert promoters?

dont' know...there is only 1 stage?
rumours from ticket agencies and the news press...promoters take the silence...they don't want to talk much about that....

No, there are 2 stages. But it'd still mean that one stage is in Lisbon, so the other is on the way to Moscow from San Sebastian. It's not impossible to get it there in 4 days, but it takes at least 2 days to build, which would make it a very tight schedule as it's 4.000 km. That's 1.000 km on a day, which is quite a lot really, even for truckers. The average speed will be 70km/h at most, meaning that in 13 hours they'll have driven 910 km on a day as truckers are not allowed to drive longer than 13 hours. I don't think anyone looks into it that way but that's what it comes down to, really. Obviously there are alternatives as 2 truckers per combination etc, but I won't get that geeky here. :)

A stage is not transported by plane. Way too expensive, especially when shipping it and then transporting on the road is possible. And they certainly won't fly the stage from one end of Europe to the other for just one show.

Me neither, but I can't see them touring in August. Jon would be away from his family for the entire summer which means another doghouse song a la Misunderstood. The horror!
