There was a thread already about this....

60-70% of human body consists of water.

It's a mixed reference between being baptised and also for people who grow up in shoreline areas... it's another 'Jersey Attitude' reference. 'I can't help it, that's what the water made me,' basically.

Is this a fact or a lucky guess?

It's a New York/New Jersey thing:

"and the hard-rocking "That's What the Water Made Me" grabbed the angular riff from David Bowie's "Heroes," not a bad song to emulate. The title, he said, referred to the [hard time] they get for being from Jersey, not New York."

I remember a reference from Jon about when he and Billy Falcon wrote it, I think Falcon grew up in some place that's famous for being right on the water too.

I know Jon also stated earlier in the tour, from the stage, that the song was about the attitude of people who grow up near a shoreline. I can't remember where the gig was but he was basically saying 'you guys know what I mean,' because this town was similar to Jersey, in that respect.

It stands for nothing else but water, you idiot!

probably best song on the album, a great live song that allows for ad-hoc riffs.extended posing etc etc (nowhere near as good without Sambora stood next to jon at the mic though).
More akin to the BON JOVI of old...........
