Jon does not want to perform "new material" of songs that were written almost 2 years prior which would be the case here.
Specific words might not be spoken but Jon knows the meaning behind them are so they would be dated. Regardless, as a fan, you should know that most of Jon's songs start of as fact and then turn into fiction anyway. Happy Now is a rare occasion where Jon admitted what a song was about. Most songs and lyrics and either left up to interpretation or are changed into fiction.
Getting back on subject, there is no way Jon will tour in 2016 with an album being released on the last day of the year. And there is no way Jon will release an official album of songs, of new material, nearly 2 years after they have been written. (not getting confused with them taking 2 years to make an album - This albums been basically finished since August / September)...

Happy Now is far from a rare occasion. He's given plenty of interviews about the frame of mind or events that lead to specific songs. These Days is loaded with them, Crush as well.
You're using theories that you made to complete your point. Jon said the album was essentially done back in August and September and then pictures came out of him and John in the studio working on it. Were they mixing? Maybe. Were they cutting some new songs and taking ones off? Maybe. There's a world of difference between those two and it could have caused the delay in release.
I completely agree that Jon won't release an album full of songs he wrote and recorded 2 years go, making it all the more likely there's still more being added to replace the older stuff if the release date changed.
