I agree. WLOL is like Just Older, will always be welcome for me, and I like that is on the setlist. The problem is the rest.

Exactly. Both are good songs that should be in constant rotation, just like I wouldn't need Dry County or These Days on every night's setlist, but I'd want them to be played frequently.
On a setlist out of 20-22 songs (which is the realistic maximum for Jovi these days), you'd have to have a certain amount of hits that casual concert attendees want to hear, but even if you have a list of these with IML, Prayer, Bad Name, Bad Medicine, KTF, HAND, ITA, BOR, Always, IBTFY etc., you'd still have space for 10 rare cuts that wouldn't make much difference on the casual fan, but would spice up the shows a lot and be interesting for fans to stick around.
Springsteen can pull the balance off quite well.
If Jon doesn't want to do those, okay, but then have the balls and say that you're not interested in doing these old obscure cuts. Instead, we had him in the 2017 Facebook Q&A going on about how he wants to dig deep and them having rehearsed things like Hey God, Dry County and Blaze Of Glory and now again. Either own up to your own words or just leave it.
