Came across youtube video titled "Bon Jovi Making of Bad Medicine":

Now I have seen some promo pics from this set but I never knew they were shooting a video for Bad Medicine in this setup?! There's Wayne Isham & cameras rolling....is this legit early version or some additional promo material? Whats going on?

It may have been intended for official use, I don't know when they had come up with the idea of letting the audience shoot footage for it.
It was used in some Japanese commercial (I think for Sanyo) and maybe it was just recorded for this. Hard to tell.

Btw: This is from the actual video shoot and they didn't mime the song, but played it live.

Just checked and they did these videos in corporation with Sanyo who also sponsored the 1988/89 Tokyo gig as "Sanyo: Bon Jovi Special". In addition to the footage you posted above there was also a similar video made on a rooftop in Japan.
They can be seen around the 30 and 52 minute mark:
