Default Why are the band's set lists so inconsistent in the USA?

I mean, take a look at the set from Austin (April 10, 2013) first:

1. Water
2. Bad Name
3. BTBMB
4. Raise Your Hands
5. Runaway
6. Lost Highway
7. Whole Lot Of Leavin'
8. It's My Life
9. Because We Can
10. What About Now
11. We Got It Going On
12. Keep The Faith
13. Memory
14. Bed Of Roses
15. I'll Be There For You
16. WWBTF
17. Blood On Blood
18. Who Says
19. Sleep/Dancing In The Streets/Start Me Up
20. Bad Medicine/Shout

Encore:

21. Saturday Night (acoustic)
22. Wanted
23. HAND
24. Prayer

Encore 2:

25. I Love This Town
26. Twist & Shout

And then, the Denver set from six days later:

1. Water
2. Bad Name
3. BTBMB
4. Raise Your Hands
5. Lost Highway
6. Whole Lot Of Leavin'
7. It's My Life
8. Because We Can
9. What About Now
10. Runaway
11. We Got It Going On
12. Keep The Faith
13. Memory
14. Bed Of Roses
15. I'll Be There For You
16. Last Man Standing
17. WWBTF
18. Who Says
19. Sleep/Dancing In The Streets/Start Me Up
20. Bad Medicine/Shout

Encore:

21. Dry County
22. Wanted
23. HAND
24. Prayer

Encore 2:

25. Blood On Blood
26. Saturday Night (electric)

Only a few changes, yet so much better than Austin. That encore is f*cking godly.

Why the hell does Jon think that this kind of "variation" works even in the USA?

I don't know, but the band has said they like to change the setlist. That's probably the reason.

I think it's about the reaction of the public and the degree of fanaticism. I think that in Europe there is more knowledge about material from the nineties, since they were a success there, and the fan phenomenon continues in some way, in the USA they are more casual. Another thing is the albums number 1 on billboard, I think that in the USA, the last albums of the band have had more success than Europe.

Bon Jovi in the USA is like Bon Jovi "the man", so they only are waiting the star and their hits, in Europe, it has always been more like Bon Jovi "the rock band".

You just have to compare Richie's shows in 2012, in the US, they want successes and the last hit new, in Europe there is a different mentality and knowledge, people know the gems and some weird things and have a positive reaction.

Changing the setlist = taking out all the gems and replacing them with shit like ILTT and T&S?
