Yes, Lycos accounts are free, I have one at the moment that I use for storing my gifs.

That's the signup page, and once you have created an account there is a simple Web FTP program for uploading your pictures. You then hotlink using the following;

http://members.lycos.co.uk/your account name/filename.zzz
